Global diffusion of three road safety policies, 1964–2015

Abstract Global convergence of public policies has been regarded as a defining feature the late twentieth century. This study explores generalizability this thesis for three road safety measures: (i) agencies; (ii) child restraint laws; and (iii) mandatory use daytime running lights. analyzes cross-national longitudinal data using survival analysis years 1964–2015 in 181 countries. The first main finding is that only laws have globally converged; contrast, other two exhibit fractured global process, likely result competing international national forces. may reflect lack necessary conditions, at regional levels, required to accelerate spread globally, adding further nuance thesis. A second mechanisms policy adoption, such imitation/learning competition, rather than coercion, explain more consistently outcomes realm. reinforces idea specific elective affinities, when explaining why diffusion or not convergence. Lastly, by recognizing processes, these results call revisiting reintegrating analyses into studies.
